The main changes which the new Regulation makes to the block exemption now expiring are as follows: - a system vendor who makes improvements to the operating arrangements of the data distribution system must provide information on such improvements and offer them to all participating carriers, - an associated carrier cannot refuse to: . supply a competing computer reservation system with information which it provides to its own system regarding timetables, fares and availabilities; . accept and confirm reservations with the same due care, - a system vendor must within its computer system separate its distribution functions (either by means of software or physically) from its internal inventory and management functions, - a system vendor must ensure that appropriate protection measures are taken to ensure that access to reservation information is possible only in the precise circumstances laid down in the Regulation, - the system vendor must ensure that its invoicing arrangements are sufficiently detailed to allow participating carriers to know precisely which services have been provided and at what fares.
