in view of the international nature of maritime transport, the harmonisation of training in the shipping sector in accordance with an international standard by 2012, and, in particular, the rapid adoption of the Commission's proposal amending Directive 2008/106/EC on the minimum level of training of seafarers in order to incorporate into EU law the 2010 amendments to the Convention on Standards of Training, Certification and Watchkeeping for Seafarers, the submission of a proposal on the mutual recognition of framework conditions on training for port workers before the end of 2013, and the drafting of a strategy for recruiting junior staff to maritime professions;

Il y a lieu, dès lors, de modifier en conséquence la directive 1999/63/CE du Conseil du 21 juin 1999 concernant l’accord relatif à l’organisation du temps de travail des gens de mer, conclu par l’Association des armateurs de la Communauté européenne (ECSA) et la Fédération des syndicats des transports dans l’Union européenne (FST) (3), à laquelle est annexé l’accord européen relatif à l’organisation du temps de travail des gens de mer.
Council Directive 1999/63/EC of 21 June 1999 concerning the Agreement on the organisation of working time of seafarers concluded by the European Community Shipowners’ Association (ECSA) and the Federation of Transport Workers’ Unions in the European Union (FST) (3) containing the European Agreement on the organisation of working time of seafarers in its Annex should therefore be amended accordingly.
