(26) Since the objective of this Regulation, namely the protection against subsidisation and unfair pricing practices causing injury to the Community air carriers in the supply of air services from countries not members of the European Community may well not be sufficiently achieved by the Member States and can therefore be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
