The European Commission has today proposed tough new transparency rules for intermediaries - such as tax advisors, accountants, banks and lawyers - who design and promote tax planning schemes for their clients.

Devant cette situation difficile, les représentants du PE au sein du groupe de travail sont d'avis qu'une position du Parlement européen examinant la proposition de révision du registre de transparence ne devrait pas seulement confirmer et réitérer les décisions précédentes que ce dernier a prises afin de réclamer l'instauration d'un registre obligatoire, mais aussi refléter clairement son souhait que la Commission arrête les mesures politiques nécessaires à la création d'une nouvelle base juridique, plus indiquée que l'article 352 du traité sur le fonctionnement de l'Union européenne, pour l'instauration d'un registre obligatoire.
In light of the difficult situation, the EP Members of the Working Group believe that a European Parliament position which examines the proposal for the review of the transparency register should not only confirm and renew its previous decisions calling for the introduction of a compulsory register, but also strongly formulate the expectation that the Commission should promote a political action aimed at the creation of a new legal basis, more appropriate than Article 352 TUE, for the introduction of a mandatory register.
