IN-CONTEXT TRANSLATIONS

221. rappelle les recommandations émises à la suite de la visite de la délégation de sa commission du contrôle budgétaire en Haïti en février 2012 et continuera d'insister sur le problème aigu de traçabilité et de responsabilité qui frappe les fonds de l'Union consacrés au développement en subordonnant, en particulier, l'aide budgétaire aux résultats obtenus, notamment en définissant des obligations et des devoirs clairs pour les administrations nationales afin de garantir une transparence, une traçabilité et une responsabilité satisfaisantes; réitère son appel à renforcer la lutte contre la corruption endémique; observe que l'aide humanitaire devrait se fonder sur une stratégie de sortie et souligne que les fonds devraient, dans la mesure du possible, transiter par les institutions haïtiennes, dans le cadre de l'accord de Cotonou, afin d'assurer l'appropriation et de soutenir le renforcement des organes nationaux, notamment l'agence haïtienne des marchés publics, qui jouerait ainsi un rôle de filtre de contrôle; invite la Commission et le Service européen pour l'action extérieure (SEAE) à insister sur le principe de conditionnalité qui doit régir l'aide budgétaire sectorielle;
221. Recalls the recommendations in the aftermath of the visit by the delegation of Parliament's Committee on Budgetary Control to Haiti in February 2012 and insists, as a constant principle, on the salient issue of traceability and accountability of Union development funds, in particular by linking budget support to performance, in particular with a clear definition of obligations and duties in the national administration to ensure adequate transparency, traceability and accountability; reiterates its call for putting more emphasis on the fight against endemic corruption; points out that humanitarian aid should be based on an exit strategy and stresses that funds should be channelled through the Haitian institutions whenever possible, within the framework of the Cotonou Agreement, in order to ensure ownership and to support the strengthening of the national organs, including the Procurement Agency, which should act as a control filter; invites the Commission and the European External Action Service (EEAS) to emphasise the conditionality matrix for sectorial budget support;

F. considérant que l'aide budgétaire, qui est un moteur du changement et qui est fondamentale pour relever les grands défis du développement, comporte un risque fiduciaire considérable et devrait uniquement être accordée si l'État bénéficiaire peut démontrer un niveau suffisant de transparence, de traçabilité, de responsabilité et d'efficacité avant de recevoir un appui budgétaire;

The information described in recital 56 demonstrate that products processed or traded through Taiwan undermine sustainable post-harvest rules as described in Article 11 of the FAO Code of Conduct and further highlight how Taiwan has failed to impose rules to ensure adequate cooperation with third countries to which its vessels fish and land and to implement measures that ensure transparency and traceability of products through the market in accordance with points 67 to 69 and 71 to 72 of IPOA-IUU of the markets in order to allow the traceability of fish or fish products.

Urges the Commission to promote international collaboration against IUU fishing and to examine whether any possibility exists vis-à-vis the two other countries that together with the EU form the principal fisheries markets in the world, namely the USA and Japan, so that one way of completing this action would consist in the application of a Unique Identifying Number for all vessels to ensure the total traceability of the product in an entirely transparent way;
