1. The Cross-Border Cooperation Component may support the countries listed in Annexes I and II in cross-border, and, where appropriate, transnational and interregional cooperation among themselves and between them and the Member States.

1.22 approuve l'inscription de la cohésion territoriale parmi les objectifs de l'Union, de même que l'inclusion des différents types de régions caractérisées par une situation difficile parmi celles qui se verront accorder une attention particulière; regrette néanmoins que le traité ne mentionne pas la coopération transfrontalière, transnationale et interrégionale et qu'il ne prévoie ni instrument juridique clair, ni cadre en matière de soutien financier au jumelage ou à toute autre coopération de ce type (articles III-220 à 224). Il existe en Europe une longue tradition de coopération transfrontalière, transnationale et interrégionale qui constitue l'un des piliers socioculturels de l'intégration européenne et revêt une importance d'autant plus grande dans le cadre de la nouvelle politique de voisinage.
1.22 welcomes the inclusion of territorial cohesion among the objectives of the Union and the inclusion of regions facing various types of difficulty amongst those to receive particular attention; regrets however that the Treaty does not make reference to cross-border, transnational and inter-regional cooperation, nor does it provide a clear legal instrument nor a framework for financial support to town-twinning or other such cooperation [Article III-220-224] - there is a long tradition of trans-border, transnational and inter-regional cooperation in Europe which is one of the socio-cultural foundations of European integration and gains even greater significance in the context of the new neighbourhood policy.

En dehors de la modification apportée au règlement (CE) n° 2760/98 concernant la mise en œuvre d'un programme de coopération transfrontalière dans le cadre du programme PHARE, les lignes directrices révisées concernant PHARE font passer deux messages importants sur la coopération avec les pays non membres de l'UE et non candidats à l'adhésion, et sur la coopération transnationale et interrégionale, à savoir que: les dix pays bénéficiant du programme PHARE sont encouragés à utiliser les ressources dont ils disposent au titre de leurs programmes nationaux PHARE pour financer des actions transnationales à leurs frontières extérieures et s'attaquer ainsi aux nouvelles lignes de séparation éventuelles aux futures frontières de l'Union.
Besides the amendment to the Phare CBC Regulation, the revised Phare Guidelines convey two important messages related to trans-national and inter-regional co-operation and to co-operation with non-EU and non-candidate countries: the 10 Phare Countries were encouraged to use their Phare National Programme funds to support actions of a cross-border nature at their external borders, so as to address potential dividing lines on the future border of the Union.

Assistance may be used to cover the participation of recipient countries under this Regulation in regional, cross-border, and, where appropriate, transnational and interregional cooperation among themselves and between them and EU Member States.

(38) considérant qu'il est nécessaire de consacrer les initiatives communautaires à la promotion de la coopération transfrontalière, transnationale et interrégionale (Interreg), à la rénovation économique et sociale des villes et des banlieues en crise (URBAN), toutes deux à financer par le FEDER, au développement rural (Leader), à financer par le FEOGA, section "orientation", et au développement des ressources humaines dans un contexte d'égalité des chances (EQUAL), à financer par le FSE; que la promotion de la coopération transfrontalière - notamment dans la perspective de l'élargissement - de la coopération transnationale et interrégionale revêt à cet égard une importance particulière; qu'il convient de prêter l'attention voulue à la coopération avec les régions ultrapériphériques; qu'il convient d'améliorer la coordination de la coopération transfrontalière, transnationale et interrégionale avec les actions menées au titre du règlement (CEE) n° 3906/89(8), du règlement (Euratom, CE) n° 1279/96(9) et du règlement (CE) n° 1488/96(10), notamment en vue de l'élargissement de l'Union européenne et compte tenu du partenariat euro-méditerranéen; que l'insertion sociale et professionnelle des demandeurs d'asile doit être dûment prise en compte dans le cadre de l'initiative EQUAL;
(38) Whereas these Community initiatives should concentrate on promoting cross-border, transnational and inter-regional cooperation (Interreg), economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN), both to be financed by the ERDF, rural development (Leader), to be financed by the EAGGF Guidance Section, and the development of human resources in the context of equal opportunities (EQUAL), to be financed by the ESF; whereas the promotion of cross-border cooperation - in particular in the perspective of enlargement, transnational and inter-regional cooperation - takes on particular significance in this context; whereas due attention should be given to cooperation with the outermost regions; whereas it is necessary to reinforce the coordination of cross-border, transnational and inter-regional cooperation with the measures enacted in the context of Council Regulation (EEC) No 3906/89(8), Council Regulation (Euratom, EC) No 1279/96(9) and Council Regulation (EC) No 1488/96(10), especially in view of the enlargement of the European Union and taking account of the Europe-Mediterranean partnership; whereas due account should be taken of the social and vocational integration of asylum seekers in the framework of EQUAL;

36. a) se félicite de la proposition de la Commission de réduire à trois, dans un souci de simplification, les domaines des initiatives communautaires, à savoir: coopération transfrontalière, transnationale et interrégionale (qui contribuera à un aménagement harmonieux et équilibré du territoire européen, développement rural et coopération transnationale pour des pratiques nouvelles de lutte contre les discriminations et les inégalités de toute nature dans l'accès au marché du travail;
36. a) Welcomes the Commission proposal to reduce to three, the fields of Community Initiatives namely "cross-border, transnational and inter-regional cooperation", (which will help to achieve more effective and better balanced planning of the EU territory),"rural development" and "transnational cooperation on new means of combatting all forms of discrimination and inequalities in access to the labour market", as a recognition of the need for simplification;
