Il convient en particulier d'habiliter la Commission à adapter la liste des procédures douanières ou des destinations douanières qui déterminent une exportation ou une importation aux fins des statistiques du commerce extérieur, à adopter des règles différentes ou particulières pour les biens ou les mouvements qui, pour des raisons méthodologiques, exigent des dispositions particulières, à adapter la liste des biens et des mouvements exclus des statistiques du commerce extérieur, à préciser les sources de données autres que la déclaration en douane pour l'enregistrement des importations et des exportations de biens ou de mouvements particuliers, à préciser les données statistiques, y compris les codes à utiliser, à définir les exigences en matière de données relatives à des biens ou à des mouvements particuliers, à définir les exigences en matière d'établissement de statistiques, à préciser les caractéristiques des échantillons, à déterminer la période de déclaration et le niveau d'agrégation pour les pays partenaires, les biens et les monnaies; et également à adapter le délai de transmission des statistiques, le contenu, la couverture et les conditions de révision pour les statistiques déjà transmises et à fixer le délai de transmission des statistiques sur le commerce, ventilées par caractéristiques des entreprises, et des statistiques sur le commerce, ventilées par monnaie de facturation.
In particular, the Commission should be empowered to adapt the list of customs procedures or customs-approved treatment or use which determine an export or import for external trade statistics; to adopt different or specific rules for goods or movements which, for methodological reasons, call for specific provisions; to adapt the list of goods and movements excluded from external trade statistics; to specify the data sources other than the customs declaration for records on imports and exports of specific goods or movements; to specify the statistical data, including the codes to be used; to establish requirements for data related to specific goods or movements; to establish requirements on the compilation of statistics; to specify the characteristics of samples; to establish the reporting period and the level of aggregation for partner countries, goods and currencies; and also to adapt the deadline for transmitting statistics, content, coverage and revision conditions for statistics already transmitted; and to establish the deadline for transmitting statistics on trade by business characteristics and statistics on trade broken down by invoicing currency.

Les mesures visant à modifier les éléments non essentiels du présent règlement, y compris en le complétant, concernant l'adaptation du délai de transmission des statistiques, du contenu, de la couverture et des conditions de révision des statistiques déjà transmises, sont arrêtées en conformité avec la procédure de réglementation avec contrôle visée à l'article 11, paragraphe 3.
The measures designed to amend non-essential elements of this Regulation, inter alia by supplementing it, relating to the adaptation of the deadline for transmitting statistics, content, coverage and revision conditions for the statistics already transmitted, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 11(3).

2. Les mesures visant à modifier les éléments non essentiels du présent règlement en le complétant, concernant le délai de transmission des statistiques du commerce par caractéristiques des entreprises, visées à l'article 6, paragraphe 2, et des statistiques du commerce ventilées par monnaie de facturation, visées à l'article 6, paragraphe 3, sont arrêtées en conformité avec la procédure de réglementation avec contrôle visée à l'article 11, paragraphe 3.

The measures designed to amend non-essential elements of this Regulation, by supplementing it, relating to the deadline for transmitting statistics on trade by business characteristics referred to in Article 6(2) and statistics on trade broken down by invoicing currency referred to in Article 6(3), shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 11(3).

3. The arrangements for the transmission of the national statistics may be modified in accordance with the regulatory procedure with scrutiny referred in Article 11(2).
