Welcomes the fact that Switzerland is continuing its policy of developing the rail network in the Alpine region, paying attention to intermodality in the context of relations with the European Union, and notes, with concern, the delay in the completion of the trans-European rail network through the Alps (the Brenner and Turin-Lyon) and in the planning out of possible new rail routes in the Alps (Aosta-Martigny) in order to help reduce the volume of heavy traffic in transit through the Alps;

In this connection the text lays down that Community action will concern any study covering land transport infrastructure and the following major projects: = contribution to the high-speed rail network; . links: Paris-London-Brussels-Amsterdam-Cologne and connecting lines to other Member States; . links: (a) Madrid-Barcelona-Lyons-Turin-Milan-Venice and from there to Tarvisio and Trieste; (b)Oporto-Lisbon-Madrid; = the Alpine transit route (Brenner route); = contribution to the combined transport network of Community interest; = the trans-Pyrenean road links; = the Scanlink; = the strengthening of land communications within and with Greece, Ireland and Portugal.

Annex PROJECTS COMPLYING WITH THE PRIORITIES LAID DOWN IN THE REGULATION (1) Forming part of the high-speed rail network: - the links: Paris-London-Brussels-Amerstdam-Cologne, with connections to other Member States - the links: (a) Seville-Madrid-Barcelona-Lyons-Turin-Milan-Venice, and from there to Tarvisio and Trieste (b) Oporto-Lisbon-Madrid (2) the trans-Alpine (Brenner) route (3) the contribution to the combined transport network of interest to the Community as a whole (4) the trans-Pyrenean road links (Somport) (5) the road link to Ireland, i.e. the A5/A55 North Wales Coast Road and improvements to the north-south, cross-frontier Dublin-Belfast rail link (6) Scandinavian links (7) improvement of overland routes in Greece.

Dans le cadre de ces critères généraux, la Commission propose les actions prioritaires suivantes : - études et travaux préparatoires, - équipement d'un réseau de transport combiné en fonction des résultats de l'étude en cours, - développement de nouvelles technologies de télécommunicationset de télé-information pour améliorer la gestion de la circulation routière et l'information des conducteurs, - amélioration des routes et des voies ferrées de transit Paris- madrid-Barcelone-Lisbonne-Porto-Algeciras, - amélioration des infrastructures liées au tunnel sous la Manche, (1) COM(88) 340 - construction d'une ligne ferroviaire à grande vitesse entre Paris, Londres, Bruxelles, Amsterdam et Cologne, - amélioration de l'axe de transit Nord-Sud en Irlande pour desservir les ports de Rosslare, Belfast, Dublin et Larne, - modernisation du réseau Nord-Sud de voies navigables entre les Pays-Bas, la Belgique et la France, - réalisation de la "liaison scandinave", - modernisation des axes de transit Allemagne du Sud/Italie-Grèce, - liaisons internationales dans les zones frontalières, - amélioration d'autres itinéraires de transit alpin, notamment pour desservir l'Italie. Aide financière Tout projet déclaré d'utilité européenne pourrait bénéficierd'une aide prélevée sur les fonds consacrés par la Communauté aux infrastructures de transport ou sur d'autres ressources communautaires.
The Commission proposes the following priority actions as meeting these general criteria: - studies and preparatory work - construction of a combined transport network based on the results of a study which is now under way - development of new telecommunication and teleinformation technologies to improve traffic management and information to drivers - improvement of the Paris-Madrid-Barcelona-Lisbon-Porto-Algeciras road and rail transit routes - improvement of infrastructure associated with the Channel Tunnel - construction of a high-speed rail line between Paris, London, Brussels, Amsterdam and Cologne (1) COM (88) 340 ./. - 2 - - improvement of the north-south transit link in Ireland to serve the ports of Larne, Belfast, Dublin and Rosslare - modernisation of the north-south inland waterway netweork between the Netherlands, Belgium and France - construction of the `Scandinavian link' - modernisation of the transit routes between Southern Germany/Italy- Greece - international links in frontier areas - improvement of other Alpine transit routes, especially into Italy Financial assistance A declaration that a particular project is of European importance would make it eligible for support from the Community funds allocated for transport infrastructure and from other Community sources of capital.
