Asks for the social economy to be integrated more fully in the national action plans developed under the auspices of international organisations in the field of social inclusion, and for greater promotion of the social economy through structural funding and social innovation programmes; welcomes the identification of social economy enterprises as part of the resources for the social market economy and calls for measures to improve their cross-border access and to maximise their entrepreneurial and employment potential in the Single Market; suggests, therefore, the establishment of close cooperation and common deliberations in the case of decisions of the EPSCO and the ECOFIN Council formations;

Les projets inclus dans ce programme comportent exclusivement les tronçons transfrontaliers des projets prioritaires proposés par la Commission le 1 octobre 2003 qui vérifient les quatre critères suivants: (1) ils sont prêts à commencer immédiatement - le but étant que des investissements substantiels soient engagés avant la fin de 2006, (2) ils ont un fort impact transfrontalier, (3) ils produiront des résultats positifs en termes de croissance, d'emplois et (4) ils présentent des avantages pour la protection de l'environnement.
The projects included in this programme cover solely the cross-border sections of the priority projects proposed by the Commission on 1 October 2003, subject to their compliance with the following four criteria: (1) that they should be ready to start immediately – the objective being that substantial investments be made by the end of 2006; (2) that they should have strong cross-border impact; (3) that they should yield positive results in terms of growth, jobs and (4) should be beneficial in terms of the protection of the environment.
