Cette action contribuera à la responsabilisation des patients, en clarifiant les droits des patients en matière de traitements transfrontaliers, à la sécurité des patients, en fournissant des informations sur les prestataires de soins de santé et sur les normes de qualité et de sécurité qu’ils appliquent, et à renforcer la coopération des États membres en matière de soins de santé transfrontaliers, par l’échange d’informations au sein du réseau des points de contact nationaux.
This action will contribute to patient empowerment by increasing clarity on patients’ rights as regards cross-border treatment; patient safety by providing information on healthcare providers, and on the quality and safety standards of the healthcare they provide; and by enhancing Member States’ cooperation on cross-border healthcare through the network of national contact points that will exchange information.

3. Pour permettre aux patients d’exercer leurs droits en matière de soins de santé transfrontaliers, les points de contact nationaux dans l’État membre de traitement leur fournissent des informations relatives aux prestataires de soins de santé, y compris, sur demande, des informations sur le droit d’un prestataire déterminé de prester des services ou sur toute restriction éventuelle à sa pratique, des informations visées à l’article 4, paragraphe 2, point a), ainsi que des informations sur les droits des patients, les procédures permettant de porter plainte et les mécanismes de demande de réparation, conformément à la législation dudit État membre, et sur les possibilités juridiques et administratives de règlement des litiges à leur disposition, notamment en cas de préjudice subi dans le cadre de soins de santé transfrontaliers.
3. In order to enable patients to make use of their rights in relation to cross-border healthcare, national contact points in the Member State of treatment shall provide them with information concerning healthcare providers, including, on request, information on a specific provider’s right to provide services or any restrictions on its practice, information referred to in Article 4(2)(a), as well as information on patients’ rights, complaints procedures and mechanisms for seeking remedies, according to the legislation of that Member State, as well as the legal and administrative options available to settle disputes, including in the event of harm arising from cross-border healthcare.

The Cross Border Credit Transfer Directive 97/5/EC stipulates that after a cross-border credit transfer has been carried out, institutions must provide information on a reference to enable the customer to identify the transfer, the actual amount of the transfer, the amount of charges, etc (Art. 4).

(8) Whereas, having regard to the third paragraph of Article 3b of the Treaty, and with a view to ensuring transparency, this Directive lays down the minimum requirements needed to ensure an adequate level of customer information both before and after the execution of a cross-border credit transfer; whereas these requirements include indication of the complaints and redress procedures offered to customers, together with the arrangements for access thereto; whereas this Directive lays down minimum execution requirements, in particular in terms of performance, which institutions offering cross-border credit transfer services should adhere to, including the obligation to execute a cross-border credit transfer in accordance with the customer's instructions; whereas this Directive fulfils the conditions deriving from the principles set out in Commission Recommendation 90/109/EEC of 14 February 1990 on the transparency of banking conditions relating to cross-border financial transactions (6); whereas this Directive is without prejudice to Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering (7);
