(7) Dans le secteur des fruits, légumes, racines et tubercules alimentaires, fleurs et plantes vivantes, le régime d'aide à l'hectare s'est révélé inadapté du fait en particulier de la lourdeur et de la complexité des procédures, et de la structure des aides proposées; il convient de tirer les conclusions des expériences positives de la réforme du Poseidom dans ce secteur et d'envisager une aide à la commercialisation et la transformation destinées à l'approvisionnement du marché de Madère et des Açores; cette aide devrait permettre de renforcer la compétitivité de la production locale face à la concurrence externe sur des marchés porteurs, de mieux répondre aux attentes des consommateurs et des nouveaux circuits de distribution, et d'améliorer la productivité des exploitations ainsi que de la qualité des produits; il importe, en outre, de poursuivre la commercialisation des productions de ces produits frais ou transformés et de les valoriser sur le reste de la Communauté; la réalisation d'une étude économique par région permettra d'affiner la structuration de ce secteur dans les deux régions.
(7) The area aid scheme for fruit and edible vegetables, roots and tubers, flowers and live plants has proved unsuitable, especially because of the slowness and complexity of procedures and the way the proposed aid was structured. Lessons should be learned from the encouraging results of the Poseidom reform in that sector, and marketing and processing aid should be envisaged with a view to supplying the market in Madeira and the Azores. Such aid should help local produce compete with products from elsewhere on high-growth markets, better satisfy the requirements of consumers and new distribution channels, improve the productivity of farms and upgrade the quality of products. The marketing of these products, both fresh and processed, should be continued and they should be promoted on the Community market. An economic study of each region will help to refine the structure of the sector in these two regions.
