(37) Afin de garantir la qualité, la traçabilité, la conformité au présent règlement et l'adaptation au progrès technique, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en ce qui concerne l'établissement de règles modifiant ou complétant les règles de production particulières applicables aux denrées alimentaires et aux aliments pour animaux transformés pour ce qui est des procédures à suivre, des mesures préventives à prendre, de la composition des denrées alimentaires et aliments pour animaux transformés, des mesures de nettoyage, de la mise sur le marché des produits transformés (y compris leur étiquetage et leur identification), de la séparation des produits biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux issus de produits non biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux, de la liste des ingrédients agricoles non biologiques pouvant exceptionnellement être utilisés dans la production de produits transformés biologiques, du calcul du pourcentage d'ingrédients agricoles, ainsi que des techniques utilisées pour la transformation des denrées alimentaires et des aliments pour animaux.
(37) In order to ensure quality, traceability and compliance with this Regulation and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules amending or supplementing the specific production rules for processed food and feed as regards the procedures to be followed, preventive measures to be taken, the composition of processed food and feed, cleaning measures, the placing on the market of processed products including their labelling and identification, separation of organic products, agricultural ingredients and feed materials from non-organic products, agricultural ingredients and feed materials, the list of non-organic agricultural ingredients which may exceptionally be used in the production of organic processed products, calculation of the percentage of agricultural ingredients, and the techniques used in food or feed processing.

2. Afin de garantir la qualité, la traçabilité et la conformité au présent règlement eu égard à la production de denrées alimentaires et d'aliments pour animaux transformés biologiques et l'adaptation au progrès technique, le pouvoir d'adopter des actes délégués conformément à l'article 36 est conféré à la Commission pour modifier ou compléter les règles particulières applicables à la production de denrées alimentaires et d'aliments pour animaux transformés en ce qui concerne:

In order to ensure quality, traceability and compliance with this Regulation as regards organic processed food and feed production and adaptation to technical developments, the Commission shall be empowered to adopt delegated acts in accordance with Article 36 amending or supplementing the specific production rules for processed food and feed as regards:

(g) la liste des ingrédients agricoles non biologiques pouvant exceptionnellement être utilisés dans la production de produits transformés biologiques.

17 (1) Where the Minister or an inspector believes on reasonable grounds that a thing is a pest, or a thing or place is or could be infested or constitutes or could constitute a biological obstacle to the control of a pest, any inspector may, in order to eradicate, or prevent the spread of, the pest or biological obstacle, decide that the thing or place shall be treated or processed and may determine the treatment or process and manner of treatment or processing.

increase public information and consumer awareness by way of information and promotion campaigns including the EU logo; improve the collection and analysis of relevant statistical data on the whole chain of organic production, processing, distribution and trade, and of other information relevant to the competitiveness of the sector; optimise integration of organic farming into the rural development programmes; strengthen research on organic production, processing methods and marketing of organic products, making full use of the possibilities granted within the framework of EU research programmes; define the basic principles of organic production, both in the context of Regulation (EEC) No. 2092/91 and in international fora such as FAO/WHO Codex Alimentarius and IFOAM; complete and further harmonise the standards for organic production, considering also the need for extending their scope to areas which are not covered for the present; clarify GMO-related issues; adapt inspection rules and improve cooperation among inspection bodies, following a risk based approach for compliance inspections, in order to streamline bureaucratic procedures and ensure product traceability; implement measures to facilitate trade in particular the market access for developing countries, including the improvement of equivalency-based opportunities for trade of organic products with third countries.
