Welcomes what the Council has said on the issue of Transdniestria; expects all Member States, however, to use their political relations with Russia in order to urge the Federation to finally assume its responsibilities in Transdniestria, to complete the already long overdue withdrawal of Russian troops, and to comply with the Istanbul commitments; reiterates its call on the leaders in Tiraspol and the authorities in Chisinau to continue negotiations on the new constitution which should lead to the stabilisation of the whole country and stimulate a more democratic and transparent development, which will also help trigger off the urgently needed foreign direct investments; asks the EU to take an active role in bringing about and guaranteeing the end of the conflict;
