IN-CONTEXT TRANSLATIONS

F. considérant que l'Amérique latine est une région qui partage avec l'Union européenne et les États-Unis nombre de valeurs et d'intérêts, des liens historiques et de plus en plus de liens économiques; considérant que les pays d'Amérique latine ont créé de nombreuses organisations régionales ou sous‑régionales; considérant qu'il est utile d'explorer de possibles domaines dans lesquels diverses modalités de coopération triangulaire pourraient être développées; considérant que la coopération pourrait être étendue de manière à inclure les pays africains du bassin atlantique; considérant que la coopération dans l'espace transatlantique doit se fonder sur des compromis tenant compte des différents intérêts, et que toutes les parties prenantes devraient protéger leur droit à poursuivre leurs propres priorités nationales et politiques de développement;
F. whereas Latin America is a region which shares with the EU and the US many values, interests, history and increasing economic ties; whereas Latin American countries have established a large number of regional or subregional organisations; whereas it is useful to study possible fields in which various modalities of triangular cooperation could be developed; whereas that cooperation could be extended to include the African countries of the Atlantic Basin; whereas it is important to base cooperation in the transatlantic space on compromises between the various interests, and whereas all parties should preserve their right to follow their own national priorities and developmental approaches;

accorde son soutien aux effort déployés pour coopérer le plus étroitement possible dès le début du processus règlementaire pour l'élaboration de normes, pour la cohérence réglementaire et pour une meilleure harmonisation des normes, afin de promouvoir davantage le commerce et la croissance qui pourraient améliorer l'efficacité et s'attaquer de manière effective aux barrières non tarifaires; partage l'avis du groupe de travail à haut niveau selon lequel un accord négocié excluant la coopération et la réforme réglementaires serait insignifiant du point de vue économique et indéfendable au niveau politique, et ce pour les deux parties; souligne que la compatibilité réglementaire constitue le principal défi d'un accord transatlantique ambitieux et rappelle, à cet égard, que les différences en matière de réglementation et les mesures "après la frontière" constituent une entrave particulière aux échanges pour les PME;
Supports efforts towards maximum upstream regulatory cooperation on standards, regulatory coherence and better alignment of standards, to further promote trade and growth that could improve efficiency and effectively address NTBs; reinforces the HLWG’s claim that any deal negotiated that would exclude regulatory cooperation and reform would be economically insignificant and politically untenable on both sides; stresses that regulatory compatibility is the foremost challenge of an ambitious transatlantic agreement, and recalls in this respect that regulatory differences and behind-the-border measures constitute a particular barrier to trade for small and medium-sized enterprises (SMEs);

21. note qu'en raison de l'importance accrue au niveau mondial et régional de la Chine, de l'Inde et autres pays émergents d'Asie, les États-Unis d'Amérique et l'UE pourraient progressivement transférer leur attention, leur effort politique et leurs ressources vers la région Pacifique et considérer la dimension nord-atlantique et la coopération mutuelle comme étant moins stratégiques; note également que l'Asie devrait jouer un rôle plus important dans l'agenda politique de l'Union européenne et des États membres de l'Union européenne; demande un renforcement de la coordination des politiques des États-Unis et de l'UE vis-à-vis de la Chine, de l'Inde et autres pays émergents d'Asie afin d'éviter un découplage de ces politiques; est convaincu qu'en coordonnant leurs efforts, les États-Unis et l'UE réaliseront les synergies politiques nécessaires en vue d'initier un dialogue efficace, positif et constructif avec les BRICS et autres pays émergents; considère que, sans préjudice du G-7, des sommets réguliers réunissant les États-Unis et l'UE permettraient d'identifier des objectifs communs et de coordonner leurs stratégies sur des questions d'importance mondiale, y compris la gouvernance économique, afin d'arriver à une approche commune envers les puissances émergentes; rappelle que les relations transatlantiques revêtent une importance capitale, tant au niveau économique que du point de vue politique et souligne l'existence de relations économiques soutenues entre les États-Unis et l'UE; estime que le Conseil économique transatlantique et le dialogue transatlantique des législateurs pourraient également constituer une possibilité de dialogue et d'inventaire et devraient donc comprendre une réflexion sur l'engagement stratégique de l'UE et des États-Unis envers les pays BRICS et d'autres pays émergents concernés et sur la manière de renforcer la convergence réglementaire avec ces pays; rappelle la nécessité de créer un Conseil politique transatlantique, en tant qu ...
21. Notes that, given the increasing global and regional relevance of China, India and other emerging countries in Asia, both the United States of America and the EU may progressively shift their primary attention, political investment and resources to the Pacific and perceive the North Atlantic dimension and mutual cooperation as less strategic; further notes that Asia should play a more important role on the foreign agenda of the European Union and EU Member States; calls for more coordination of the US and EU policies towards China, India and other emerging countries in Asia in order to avoid a decoupling of such policies; strongly believes that by coordinating their efforts the USA and the EU will attain the required political synergies to engage in an effective positive and constructive dialogue with the BRICS and other emerging countries; takes the view that, without prejudice to the G-7, regular EU-US summits would provide the opportunity to identify common objectives and coordinate strategies on matters of global relevance, including economic governance, in order to reach a common approach towards the emerging powers; recalls that transatlantic relations are of utmost importance both economically and politically and stresses the mutual strong economic relationship between the United States of America and the EU; considers that the Transatlantic Economic Council and the Transatlantic Legislators' Dialogue could also offer an opportunity for dialogue and stock-taking and should thus include a reflection on strategic engagement by the EU and the US of the BRICS and other relevant emerging countries and on how to foster regulatory convergence with such countries; recalls the need to set up a Transatlantic Political Council as an ad-hoc body for systematic, high-level consultation and coordination on foreign and security policy between the EU and the US;

12. est d'avis que la prise en compte de la dimension sociale dans la structure institutionnelle de l'agenda transatlantique grâce à l'instauration du dialogue transatlantique sur le travail et du dialogue transatlantique sur l'environnement est de nature à faire progresser encore l'intégration économique et sociale transatlantique; estime que ces deux nouveaux piliers de l'agenda transatlantique pourraient aussi trouver place dans le comité consultatif du CET dès lors que les législateurs participent pleinement aux travaux du Conseil économique transatlantique;
12. Believes that the inclusion of the social dimension in the institutional structure of the Transatlantic Agenda by means of the setting-up of the Transatlantic Labour Dialogue (TALD) and the Transatlantic Environment Dialogue (TAED) may contribute to further transatlantic economic and social integration; is of the opinion that these new pillars of the Transatlantic Agenda could also participate in the Advisory Board of the TEC, provided that legislators are fully involved in the TEC;

3. considère que cet accord de partenariat transatlantique devrait élargir l'actuel agenda dans les domaines politique, économique et de sécurité, étant entendu que ce partenariat devrait demeurer essentiellement un engagement politique; estime que, s'agissant des relations économiques, qui, selon une étude récente de l'OCDE, pourraient augmenter de 2 à 3 % le PIB par habitant en Europe, il convient d'identifier les entraves au commerce et à l'investissement transatlantiques qui subsistent et d'élaborer une feuille de route qui définit les moyens de renforcer le marché transatlantique dans le cadre d'un calendrier précis, en déterminant des domaines d'action prioritaires, et d'ouvrir en parallèle, dans des domaines spécifiques, un dialogue réglementaire propre à faciliter ce processus;

Takes the view that this Transatlantic Partnership Agreement should expand the existing Agenda in the political, economic and security fields, on the understanding that the partnership should primarily remain one of political engagement; considers that, as regards the economic relationship which, according to a recent OECD study, could increase GDP per capita in Europe by 2 to 3%, the remaining barriers to transatlantic trade and investment should be identified and a route map developed which outlines a course of action to strengthen the transatlantic market within a clear timetable by prioritising areas of action, to be accompanied by the establishment of an area-specific regulatory dialogue to assist the process;
