23. souligne que le développement des relations transatlantiques doit viser au renforcement des institutions internationales et des agences concernées; invite à ce propos le Conseil et la Commission, dans la perspective du prochain sommet, à exposer clairement à leurs interlocuteurs américains que l'Union européenne n'est en aucune manière désireuse d'accepter une relation renforcée qui puisse affaiblir les traités internationaux et saper le droit international;
23. Stresses that the development of Transatlantic Relations must be aimed at the strengthening international institutions and the relevant agencies; calls, in this respect, on the Council and the Commission with a view to the next summit to make it clear to their American counterparts that the EU is in no way willing to accept a reinforced relationship which might jeopardise international treaties and undermine international law;
