Considers that with regard to future measures – such as restrictive measures in respect of Zimbabwe and certain specific restrictive measures directed against certain natural and legal persons, entities and bodies in view of the situation in Somalia, taken under Article 215(2) TFEU – the possibility of an optional consultation of Parliament should be taken into account (in accordance with the European Council "Solemn Declaration on European Union", made at Stuttgart on 19 June 1983, providing for the optional consultation of Parliament on international matters even where the Treaties were silent); such an approach could be considered in keeping with the spirit of the Treaty of Lisbon and in line with Parliament's previous (consultative) role in this area;

J'appelle mes collègues à avoir une chose à l'esprit quand il est question du développement futur de l'Europe: ne faites pas la même erreur que celle commise par le président Prodi qui, lorsqu'il était président de la Commission, a dit que cela n'était qu'un premier pas vers un traité ultérieur porteur de nouveaux changements. L'erreur tient en ce que les gens qui s'expriment par référendum posent cette question: à quoi sert de voter pour ce traité si nous devrons à nouveau voter pour un autre traité à une date ultérieure?
I would appeal to colleagues when we speak about the future development of Europe not to make the same mistake that President Prodi made when he was President of Commission by saying that this is only the first step towards a further treaty and further treaties which will bring about change, because the people who vote in the referendum ask the question: what is the point in voting on this treaty if we have to vote again on another one at some future date?

Je tiens également à remercier M. le commissaire Vitorino non seulement pour son adhésion de principe à la poursuite des travaux concernant la charte mais aussi pour avoir souligné qu'il n'était pas facile d'insérer l'entièreté de la charte dans la future constitution, le futur traité ou ailleurs, mais qu'elle devait l'être.
I should also like to thank Commissioner Vitorino, not just for his principled support for further work on the Charter but also for pointing out that it would not be at all easy to incorporate the whole Charter into the future constitution or wherever else it is to be incorporated, the constitution’s being the most likely candidate.
