Draws attention to the chronic ‘under-funding’ of Heading 4, which serves to deprive the EU of resources for its foreign policy and its ambition to play a major role on the international scene in the area of foreign affairs, security policy and development cooperation; calls on the Commission to use all the scope available under the current Treaty in order to push ahead with the developments laid out in the Lisbon Treaty, for example as regards foreign affairs and the strengthening of coherence between the various aspects of foreign policy (trade, development aid, etc); points out that the external dimension of JHA policies has become an important component of the CFSP and the neighbourhood policy and calls on the Commission to define jointly with Parliament a coherent political framework for future EU action;

Action has also been taken under Title IV of the EC Treaty to promote the protection and integration of immigrants and asylum seekers, notably in the field of family reunion [6], and proposals are currently before the Council to strengthen judicial co-operation in dealing with racist and xenophobic crimes, based on Articles 29, 31 and 34 of the EU Treaty (see footnote 4), which update the Joint Action on Racism and Xenophobia adopted in 1996.
