Malgré le fait que le traité Euratom ne confère pas de compétences strictes et exclusives dans certains domaines à la Communauté, il demeure une véritable valeur ajoutée pour ses membres. En effet, sur la base de ce traité, la Commission a adopté des recommandations et des décisions, qui bien que non contraignantes, établissent des normes européennes.
Although the Euratom Treaty gives the Community no strict, exclusive powers in certain fields, it retains real added value for its members: on the basis of this Treaty, the Commission has adopted recommendations and decisions which, although not binding, set European standards.

Le traité a confié à la Commission la mission d'examiner les plans d'investissements prévus dans les Etats membres, ce qui l'a conduite à se prononcer jusqu'à présent sur 238 projets d'investissement, dont elle a vérifié le bien fondé et la compatibilité avec le traité EURATOM.
The Treaty assigned the Commission the task of examining the investment plans scheduled in the Member States, by virtue of which it has so far passed judgement on 238 investment projects for which it has checked both the merits and compatibility with the Euratom Treaty.

Bien que le CCR possède plus de trente ans d'expérience du soutien dans le cadre des traités Euratom et de non-prolifération, la mise en œuvre de la politique des garanties, toujours en évolution, nécessite régulièrement des innovations et des améliorations techniques.

On ne saurait donc être surpris que le suivi et le contrôle par l'Assemblée européenne (désormais officiellement baptisée "Parlement" depuis l'entrée en vigueur de l'Acte unique) soient des notions relativement évasives dans le traité Euratom, bien que, par une ironie de l'histoire, on puisse soutenir que c'est précisément dans ces domaines que l'opinion publique estime qu'un strict droit de regard, de contrôle et de responsabilité démocratiques est le plus nécessaire.
Thus it comes as no surprise that monitoring and control by the European "Assembly" (now officially "Parliament" since the adoption of the Single Act) was not a strong feature of the Euratom Treaty, although, ironically, it can be plausibly argued that it is precisely in these areas that the public most feels the need for rigorous democratic scrutiny, control and accountability.
