La politique étrangère et de sécurité commune (PESC) de l’Union européenne (UE) a été instituée par le traité de Maastricht en 1993. Elle a progressivement été renforcée par les traités suivants, notamment par celui de Lisbonne (titre V du traité sur l’Union européenne).
