Stresses that membership of the euro area requires full adherence to the Maastricht criteria, as specified in the Treaty and the Protocol to Article 121 of the Treaty, namely: a high degree of measured price stability, as well as the sustainability of such price stability, public finances without excessive deficit, membership of ERM II for at least two years, observation of the normal fluctuation margins, adjustment of long-term interest rates, compatibility of the legal rules with the provisions of the Maastricht Treaty relating to the EMU, and an independent central bank;

Recalls that accession to the euro zone requires full adherence to the Maastricht criteria, as specified in the Treaty and the protocol on Article 121 of the Treaty: a high degree of price stability, a government budgetary position without excessive deficit, at least two-years' membership of the exchange rate mechanism (ERM II) and observance of the normal fluctuation margins, the convergence of long-term interest rates, the compatibility of the system of laws with the Maastricht Treaty, an independent central bank, and economic convergence;

Le traité de Maastricht a consacré au niveau communautaire l'importance cruciale de la promotion de la culture pour l'Union européenne et ses États membres, en intégrant la culture parmi les politiques de la Communauté spécifiquement mentionnées dans le traité CE (article 151 du traité CE). En même temps, il a inséré à l'article 87, paragraphe 3, point d), du traité CE une nouvelle possibilité spécifique d'exception au principe d'incompatibilité générale de l'article 87, paragraphe 1, applicable aux aides accordées par les États membres pour promouvoir la culture.
The Maastricht Treaty gave Community-level recognition to the utmost importance of promoting culture for the European Union and its Member States by incorporating Culture amongst the Community's policies specifically referred to in the EC Treaty (see Article 151 EC) At the same time, it included in Article 87 (3) d) EC a new specific possibility of exception to the general incompatibility principle of Article 87 (1) EC for aid granted by the Member States to promote culture.
