The legal basis for such a programme will be decided on and implemented in accordance with the Treaty establishing the European Community, taking into account the developments with respect to a future Constitutional Treaty, including the creation of an Agency in the field of defence capabilities, research, acquisition and armaments, the seventh research Framework programme and other relevant issues.

Alors que l'Union européenne est plongée dans "une phase de réflexion" décidée par le Conseil européen en juin dernier suite au rejet du Traité constitutionnel en France et aux Pays-bas, le Comité des régions, saisi par le Parlement européen, a axé les débats de la session plénière sur le thème de l'avenir de l'UE en présence de Josep Borell, président du Parlement européen et Jo Leinen, président de sa Commission des affaires constitutionnelles.
The European Union is currently immersed in a "period of reflection" initiated by the European Council last June following the rejection of the Constitutional Treaty in France and the Netherlands, but the Committee of the Regions (CoR) has focused discussions at its plenary session on the EU's future. It has done so following a request from the European Parliament, and among those at the session were the President of the European Parliament (EP), Josep Borell, and the chairman of the EP Committee on Constitutional Affairs, Jo Leinen.
