The Commission has taken due account of the fact that the investment brings about a substantial reduction in the company's total capacity of at least 25%, and of 80% in capacity for tubes below/equal 406.4 mm of diameter. It has further taken notice of the fact that the company itself is not producing products falling under the provisions of the ECSC Treaty but that the company concerned is wholly owned by an ECSC undertaking.
