Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. In a small proportion of cases the condition may follow a chronic course over many years, with eventual transition to an enduring personality change (F62.0). | Traumatic neurosis

Notes that the EU and EFTA member states each have a Technical Arrangement with Israel which deals with the issue of territoriality and which, to a limited extent, offers some solutions; takes the view that the solutions offered by these Technical Arrangements are not satisfactory; points out, moreover, that these Technical Arrangements do not bind the other parties to the regional Convention; is worried, therefore, that the regional Convention might give rise to a proliferation of situations in which other Contracting Parties encounter difficulties in securing cumulation under their agreements with the EU when working and processing in their own territories products imported under their agreements with Israel;

La Commission peut, par voie de règlement et conformément à l'article 81, paragraphe 3, du traité, déclarer l'article 81, paragraphe 1, du traité inapplicable à certaines catégories d'accords entre entreprises, décisions d'associations d'entreprises et pratiques concertées, qui ont pour objet de promouvoir ou d'établir une coopération pour l'exploitation en commun de services de transports maritimes, entre compagnies maritimes de ligne, dans le but de rationaliser leurs opérations au moyen d'arrangements techniques, opérationnels ou commerciaux, à l'exception de la fixation des prix (consortia).
1. The Commission may by Regulation and in accordance with Article 81(3) of the Treaty, declare that Article 81(1) of the Treaty shall not apply to certain categories of agreements between undertakings, decisions of associations of undertakings and concerted practices that have as an object to promote or establish cooperation in the joint operation of maritime transport services between liner shipping companies, for the purpose of rationalising their operations by means of technical, operational or commercial arrangements with the exception of price fixing (consortia).

Member States should have the possibility to expand the Container Security Initiative to all Community ports through arrangements with the United States of America identifying Community ports that participate in the Container Security Initiative and providing for the stationing of US customs officials therein or to maintain any such existing declarations of principles to that end, provided these arrangements are in conformity with the Treaty and compatible with the CMAA as expanded by the Agreement.
