Je ne suis pas avocat, mais il me semble clair, du moins de la façon dont je lis le texte, que si nous avons ratifié une convention internationale et que nous avons adopté un instrument législatif pour la mettre en vigueur au Canada, alors, cet amendement est lié au fait qu'il y a une loi au Canada qui met en vigueur la convention.
I'm not a lawyer, but it seems clear to me, at least the way I read it, that if we've ratified an international convention and brought in a legislative instrument to enforce it in Canada, then this amendment here relates to the fact that there's a law in Canada that brings the convention into force.
