Enfin, ce sera un budget réel et, comme M. Lamassoure l’a dit il y a un instant, ce sera un budget dans lequel il ne sera pas possible pour le Conseil de décider brillamment de nouvelles lignes budgétaires lors de quelques sommets en dehors du Parlement, après quoi la Commission européenne et le Parlement européen devront faire quelques tours de magie financiers afin de pouvoir introduire ces nouvelles et brillantes promesses faites par le Conseil dans le budget.
Finally, it will be a real budget and, as Mr Lamassoure said a moment ago, it will be a budget in which it will not be possible for the Council to brilliantly decide on new budget lines in a few summits outside of Parliament, after which the European Commission and the European Parliament will have to do some financial magic tricks in order to be able to introduce these new and brilliant promises made by the Council into the budget.
