Le programme pour améliorer la qualité de l’enseignement supérieur et promouvoir la compréhension interculturelle au travers de la coopération avec les pays tiers (Erasmus Mundus) fait partie du mandat actuel de l’agence; il est venu à échéance le 31 décembre 2008 et a été remplacé, pour la période allant du 1er janvier 2009 au 31 décembre 2013, par le programme d’action Erasmus Mundus 2009-2013 destiné à améliorer la qualité de l’enseignement supérieur et promouvoir la compréhension interculturelle par la coopération avec les pays tiers (ci-après dénommé le «programme Erasmus Mundus II»).
The programme for the enhancement of quality in higher education and the promotion of intercultural understanding through cooperation with third countries (Erasmus Mundus) is part of the agency's current mandate; this programme expired on 31 December 2008 and was replaced, for the period 1 January 2009 to 31 December 2013, by the Erasmus Mundus action programme 2009-2013 for the enhancement of quality in higher education and the promotion of intercultural understanding through cooperation with third countries (hereinafter referred to as Erasmus Mundus II).

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

G. considérant que l'Union européenne doit réaffirmer sans relâche son attachement au respect des droits de l'homme, à la démocratie et à l'état de droit dans ses relations avec les pays tiers et promouvoir les réformes démocratiques,

Calls on the Council and the Commission to continue their vigorous efforts to promote the universal ratification of the Rome Statute and the adoption of the necessary national implementing legislation, in conformity with Council Common Position 2003/444/CFSP of 16 June 2003 on the International Criminal Court and the related Action Plan of 4 February 2004; welcomes the fact that Chad recently ratified the Rome Statute, thereby bringing the total number of states parties to 104 as at 1 January 2007; urges the Czech Republic, as the only remaining EU Member State not to have ratified the Rome Statute, to do so without delay; in the same spirit, calls on the Council and the Commission to encourage third countries to promote transitional justice mechanisms on their territory as a step towards securing justice for the victims of grave violations of human rights;
