Lobsang Sangay, qui a livré un témoignage émouvant sur la répression et la persécution que le gouvernement chinois dirige actuellement contre les Tibétains.
Mr. Speaker, on Tuesday, our Subcommittee on International Human Rights received Tibetan prime minister-in-exile, Dr. Lobsang Sangay, who provided compelling testimony on the ongoing repression and persecution of Tibetans by the Chinese government.

3. invite donc instamment le gouvernement chinois à adopter un moratoire sur la peine de mort sans délai et sans conditions, ce qui constituerait une avancée cruciale vers l'abolition de la peine de mort; condamne avec force l'exécution de deux Tibétains, Lobsang Gyaltsen et Loyak, ainsi que de neuf personnes d'origine ouïgoure à la suite, respectivement, des événements de mars 2008 à Lhassa et des émeutes des 5, 6 et 7 juillet 2009 à Urumqi; demande aux autorités chinoises de suspendre toutes les autres condamnations à la peine de mort prononcées par les tribunaux intermédiaires populaires de Lhassa et d'Urumqi et de commuer ces condamnations en détention pour les responsables d'actes de violence dûment prouvés; déplore également les peines capitales avec sursis de deux ans prononcées à l'encontre de Tenzin Phuntsok et Kangtsuk à la suite des manifestations du mois de mars, ainsi que la peine d'emprisonnement à vie à laquelle a été condamné Dawa Sangpo, et émet des doutes quant à l'équité de leurs procès;

Urges the Chinese Government, therefore, to adopt a moratorium on the death penalty immediately and unconditionally, this being seen as a crucial step towards abolition of the death penalty; strongly condemns the execution of the two Tibetans, Lobsang Gyaltsen and Loyak, and of the nine persons of Uighur ethnicity following, respectively, the events in March 2008 in Lhasa and the riots of 5-7 July 2009 in Urumqi; calls on the Chinese authorities to suspend all the other death sentences passed by the Intermediate People's Courts of Lhasa and Urumqi and to commute those sentences, in the case of persons duly found guilty of acts of violence, to terms of imprisonment; condemns, too, the death sentences with two years' suspension imposed on Tenzin Phuntsok and Kangtsuk, following the March protests, and the imprisonment for life of Dawa Sangpo, and underlines its concern as to whether they received a fair trial;

– having regard to the declarations by the Presidency on behalf of the European Union of, respectively, 29 October 2009 regarding the executions of two Tibetans, Mr Lobsang Gyaltsen and Mr Loyak, and 12 November 2009 regarding the executions of nine persons of Uighur ethnicity following the riots of 5-7 July 2009 in Urumqi in the Xinjiang Uighur Autonomous Region (XUAR),
