Il convient de ne pas aborder le tourisme comme une politique indépendante mais comme une thématique horizontale, sur laquelle influent les diverses autres politiques adoptées par l'UE et notamment celle des transports, de l'éducation, de l'emploi, de la recherche et innovation, du changement climatique, du marché unique, de la sécurité, des consommateurs, etc.
