Afin de réduire encore plus les risques pour la santé humaine et l'environnement liés aux pesticides, la communication a défini une série de mesures qui pourraient être regroupées dans une stratégie thématique communautaire concernant l'utilisation durable des pesticides susceptible de compléter utilement le cadre législatif existant.
With a view to minimising further the risks presented by PPPs for human health and the environment, the Communication has identified a range of measures, which could make up a Community Thematic Strategy on the Sustainable Use of Pesticides which would usefully complement the existing legislative framework.

Sur la base des analyses développées dans la présente communication et du résultat du processus de consultation, la Commission proposera, début 2004, toutes les mesures nécessaires dans le cadre d'une stratégique thématique communautaire concernant l'utilisation durable des pesticides.
On the basis of the analyses developed in this Communication and the outcome of the consultation process, the Commission will propose at the beginning of 2004 all necessary measures setting out a comprehensive Community Thematic Strategy on the Sustainable Use of Pesticides.

15. On the basis of the analyses developed in the communication and the outcome of the consultation process currently under way, the Commission will propose at the beginning of 2004 all necessary measures setting out a Community thematic strategy on the sustainable use of pesticides.

3. se félicite de la stratégie thématique concernant l'utilisation durable des pesticides (ci-après "stratégie thématique"), qui met en exergue les lacunes de la législation communautaire actuelle et propose de réglementer la phase d'utilisation afin de "combler le vide" entre, d'une part, la mise sur le marché de PPP et, d'autre part, la fin de cycle de vie de ces produits;

Welcomes the Thematic Strategy on the Sustainable Use of Pesticides ('Thematic Strategy') which identifies the shortcomings of current Community legislation and proposes to regulate the use phase to "fill the gap" between the placing of PPPs on the market on the one hand and the end of life-cycle of such products on the other;

(7) Il convient de fixer les exigences d'éco-conception en tenant compte des objectifs et des priorités du sixième programme d'action communautaire pour l'environnement, y compris les objectifs des futures stratégies thématiques relevant dudit programme, comme la stratégie thématique sur l'utilisation durable des ressources naturelles et les stratégies thématiques sur la prévention et le recyclage des déchets, les recommandations formulées dans le cadre du PECC, la convention-cadre des Nations unies sur le changement climatique, les engagements inscrits dans le protocole de Kyoto et, notamment, les objectifs déjà fixés par la directive-cadre sur l'eau, la directive-cadre sur la qualité de l'air et la directive-cadre sur les déchets, ainsi que les objectifs concernant les substances dangereuses et persistantes, la convention OSPAR et la directive communautaire sur les polluants organiques persistants.
(7) Ecodesign requirements should be set bearing in mind the goals and priorities of the Sixth Community Environment Action Programme, including forthcoming goals of the 6th EAP thematic strategies, such as the Thematic Strategy on Sustainable Use of Natural Resources and Thematic Strategies on Waste Prevention and Recycling, the ECCP policy recommendations, the United Nations Framework Convention on Climate Change and the Kyoto Protocol commitment and, inter alia, existing goals of the Water Framework Directive, the Air Quality Framework Directive, the Waste Framework Directive and those on hazardous and persistent substances, the OSPAR Convention and the Community Directive on Persistent Organic Pollutants.
