The various instruments which make up the general programmes 'Solidarity and management of migration flows' and 'Security and safeguarding liberties' were then adopted, or will shortly be adopted following legal-linguistic verification of the texts.

In this it states that decommissioning funds shall be established with their own legal personality, separate from the operator, but then adds ‘If exceptional and duly justified reasons make such legal separation impossible, the fund could continue to be managed by the operator’.

Both texts will be formally approved at a forthcoming Council session; they will then be transmitted to the European Parliament for a second reading, under the co-decision procedure for the Guidelines and following the co-operation procedure for the Decision on specific actions and measures.
