30. estime que l'introduction de la procédure législative ordinaire dans le domaine de la politique agricole commune (PAC) accroît la responsabilité démocratique de l'Union, dans la mesure où le Parlement européen colégiférera sur pied d'égalité avec le Conseil; souligne que la codécision s'appliquera à tous les actes législatifs du domaine de l'agriculture au titre de l'article 43, paragraphe 2, du TFUE, et que relèveront notamment de cette catégorie les quatre textes horizontaux principaux dans ce domaine (l'organisation commune de marché unique, le règlement sur les paiements directs, le règlement sur le développement rural et le financement de la PAC); fait remarquer, par ailleurs, que la législation sur la qualité, l'agriculture biologique et la promotion relèvera également du champ d'application de l'article 43, paragraphe 2, du TFUE;

Believes that the introduction of the ordinary legislative procedure in the field of the common agricultural policy (CAP) improves the democratic accountability of the European Union, inasmuch as Parliament will be co-legislating on an equal footing with the Council; emphasises that codecision will apply to all legislation in the field of agriculture under Article 43(2) of the TFEU, and that this will notably be the case in respect of the four main horizontal texts in the field of agriculture (the single common market organisation, the direct payments regulation, the rural development regulation and financing of the CAP); points out, moreover, that legislation on quality, organic farming and promotion will also fall within the scope of Article 43(2) of the TFEU;

Emphasises that all current Council legislation adopted on the basis of Articles 36 and 37 of the EC Treaty will fall under the new Article 37(2), i.e. the co-decision procedure; this is notably the case in respect of the four main horizontal texts in the field of agriculture (the single CMO, the Direct Payments Regulation, the Rural Development Regulation and financing of the CAP); points out, moreover, that legislation on quality, organic farming and promotion will also fall within the scope of Article 37(2);

Par ailleurs, au moins deux "domaines horizontaux" qui sont d'une importance considérable pour les principaux objectifs de développement, à savoir politiques de l'emploi et rôle du secteur privé, n'ont pas jusqu'à présent reçu l'attention qu'ils méritaient dans les textes du Conseil et pourraient, tout au moins au début, être intégrés dans un contexte plus large tel que l'emploi dans le cadre de la campagne contre la pauvreté ou le rôle du secteur privé dans l'ajustement structurel.
In addition, at least two "horizontal areas" which are of considerable importance for the major development objectives, namely employment policies and the role of the private sector, have so far not received the attention they deserve in Council texts and could at least initially be incorporated in a wider context, such as employment as part of the campaign against poverty or the role of the private sector in structural adjustment.
