There is no doubt that, as drafted, the cultural sector is fully covered by the provisions of the MAI. The May text of the agreement, earlier than that, the January text of the agreement, and the October text of the agreement, clearly provide no form of exception, exemption, or reservation, and clearly would have all the cultural sector included fully within the parameters of the agreement.
