Définition: Troubles caractérisés par un ensemble de conduites dyssociales, agressives ou provocatrices, répétitives et persistantes, dans lesquelles sont bafouées les règles sociales correspondant à l'âge de l'enfant. Ces troubles dépassent ainsi largement le cadre des mauvaises blagues ou mauvais tours des enfants et les attitudes habituelles de rébellion de l'adolescent. Ils impliquent, par ailleurs, la notion d'un mode de fonctionnement persistant (pendant au moins six mois). Les caractéristiques d'un trouble des conduites peuvent être symptomatiques d'une autre affection psychiatrique; dans cette éventualité, ce dernier diagnostic doit être codé. Le diagnostic repose sur la présence de conduites du type suivant: manifestations excessives de bagarres et de tyrannie, cruauté envers des personnes ou des animaux, destruction des biens d'autrui, conduites incendiaires, vols, mensonges répétés, école buissonnière et fugues, crises de colère et désobéissance anormalement fréquentes et graves. La présence de manifestations nettes de l'un des groupes de conduites précédents est suffisante pour le diagnostic, alors que la survenue d'actes dyssociaux isolés ne l'est pas.
Definition: Disorders characterized by a repetitive and persistent pattern of dissocial, aggressive, or defiant conduct. Such behaviour should amount to major violations of age-appropriate social expectations; it should therefore be more severe than ordinary childish mischief or adolescent rebelliousness and should imply an enduring pattern of behaviour (six months or longer). Features of conduct disorder can also be symptomatic of other psychiatric conditions, in which case the underlying diagnosis should be preferred. Examples of the behaviours on which the diagnosis is based include excessive levels of fighting or bullying, cruelty to other people or animals, severe destructiveness to property, fire-setting, stealing, repeated lying, truancy from school and running away from home, unusually frequent and severe temper tantrums, and disobedience. Any one of these behaviours, if marked, is sufficient for the diagnosis, but isolated dissocial acts are not.

Il convient donc de maintenir cette condition, à l’annexe IV du présent règlement, et d’inclure comme condition que le test soit réalisé selon les méthodes énoncées au chapitre concerné du manuel des tests de diagnostic et des vaccins pour les animaux terrestres de l’Organisation mondiale de la santé animale (OIE).
That requirement should therefore be maintained in Annex IV to this Regulation and a condition should be included that the test should be performed in accordance with the methods laid down in the relevant Chapter of the Manual of Diagnostic Tests and Vaccines for Terrestrial Animals of the World Organisation for Animal Health (OIE).

Those requirements include a valid anti-rabies vaccination carried out on the pet animals in question with vaccines complying with the minimum standards laid down in the relevant Chapter of the Manual of Diagnostic Tests and Vaccines for Terrestrial Animals of the World Organisation for Animal Health (OIE), or for which a marketing authorisation has been granted in accordance with either Directive 2001/82/EC or Regulation (EC) No 726/2004 .Those vaccines have proven to be effective in protecting animals against rabies and form part of the validity requirements for the anti-rabies vaccination set out in Annex Ib to Regulation (EC) No 998/2003.
