L. considérant que les marques d'excellence territoriales peuvent contribuer à renforcer et développer les économies territoriales, en particulier dans les zones les plus fragiles, dans les régions de montagne et les régions ultrapériphériques, en coordonnant des ensembles de biens (alimentaires et non alimentaires) et de services de qualité indissolublement liés les uns aux autres, foncièrement ancrés dans les spécificités de chaque territoire et notamment leur patrimoine (historique, culturel, géographique etc.); considérant que réunis entre eux au sein de paniers, ces biens et services sont non substituables, et sont créateurs de rentes territoriales offrant de nouvelles opportunités économiques sur les marchés de proximité et internationaux ou à travers la promotion des régions en tant que destinations touristiques; considérant que ces marques territoriales visent aussi à identifier les territoires qui se sont bien organisés pour créer des solidarités et des synergies entre leurs acteurs afin de valoriser durablement leurs ressources et dynamiser leur économie, gage indispensable à la viabilité des campagnes et à un développement équilibré entre les zones rurales et urbaines; considérant qu'elles ne doivent pas être confondues avec les signes de qualité accolés aux produits alimentaires (les appellations d'origine protégée (AOP), les indications géographiques protégées (IGP) et les spécialités traditionnelles garanties (STG)) et avec lesquels il n'existe aucune incompatibilité mais bien au contraire une totale complémentarité; considérant qu'elles doivent participer à leur promotion aussi bien dans l'Union qu'en dehors de ses frontières, et contribuer à améliorer la compétitivité des économies rurales tout en offrant de nouvelles possibilités d'emploi;
L. whereas territorial excellence brandings can contribute to the resilience and development of territorial economies, particularly in the most vulnerable regions, mountain regions and the outermost regions, by coordinating sets of high-quality goods (food and non-food) and services which are inextricably interlinked and which embody the specific characteristics of each territory and in particular its heritage (historical, cultural, geographical, etc); whereas assembled together within sets these goods and services are unique and generate revenue at territorial level opening up new opportunities on local and international markets and may also act as an ‘umbrella’ for promoting regions as tourist destinations; whereas the aim of these territorial brandings is to identify those territories that have worked together to create common partnerships and synergies in order to exploit their resources in the long term, encourage local/regional producers and stimulate their economies, which is vital to quality of life in the countryside and a balanced development of rural and urban areas; whereas they should not be confused with the quality labels (protected designation of origin (PDO), protected geographical indication (PGI) and Traditional Specialities Guaranteed (TSG)) used for food products, with which far from being incompatible they are on the contrary fully complementary; whereas they should contribute to the promotion of these schemes both within and outside the EU and help to improve the competitiveness of rural economies whilst at the same time opening up employment opportunities;

1. souligne que les aéroports régionaux ont une importance majeure dans le contexte du transport aérien et qu'ils contribuent de manière importante à la cohésion territoriale, économique et sociale, tant au sein des États membres qu'à travers l'Union, en assurant la connexion entre les régions; souligne que les obligations existantes en matière de service public devraient être maintenues et que toute obligation de ce type approuvée à l'avenir devrait être justifiée par la nécessité de garantir l'accessibilité et la continuité territoriale des régions, notamment des régions ultrapériphériques, périphériques ou insulaires, et des zones centrales non reliées aux principaux axes de transport, étant donné qu'une organisation adéquate des liaisons aériennes leur permettrait de faire face aux handicaps géographiques qui leur sont inhérents; observe que, pour atteindre cet objectif, la priorité devrait être accordée à l'amélioration de l'intermodalité; préconise l'option de la conclusion d'accords de partenariat soutenus par des autorités nationales et régionales et par les compagnies aériennes; souligne l'importance des aéroports, qui sont parfois le seul lien effectif entre une région et le reste de l'Europe; insiste sur le fait que les aéroports régionaux sont aussi nécessaires dans les régions les moins développées d'Europe qui ne disposent pas de réseaux routiers ou ferroviaires développés; estime, dès lors, qu'il y a lieu d'assurer des liaisons correctes vers les régions; observe que, dans le contexte de la crise économique actuelle et des efforts d'assainissement budgétaire, il convient de chercher l'équilibre adéquat entre les exigences de compétitivité et d'équilibre financier de chaque aéroport, d'une part, et les besoins sociaux et territoriaux auxquels ils doivent répondre, d'autre part;

Stresses the importance of regional airports in the context of air transport and their important role in contributing to territorial, economic and social cohesion, both within the Member States and throughout the Union, by connecting regions; points out that existing public service obligations should be maintained, and that any such obligations agreed in the future should be justified by the need to guarantee the accessibility and territorial continuity of regions, such as the outermost regions, peripheral or island regions, and central areas not lying on the main transport routes, given that suitable air transport links would enable them to cope with their inherent geographical handicaps; notes that priority should be given to improving intermodality in order to achieve this objective; favours the option of concluding partnership agreements backed by national and regional authorities and airlines; notes the importance of airports, which are sometimes the only effective link between a region and the rest of Europe; stresses that regional airports are also needed in the least developed regions of Europe, which lack strong road or rail networks; believes, therefore, that proper connections to the regions should be provided; notes that, in the context of the current economic crisis and efforts at fiscal consolidation, the right balance should be struck between each airport’s need to be competitive and balance its books and the social and regional needs that must be met;

«le terme “territoire”: dans le cas des États-Unis, les régions terrestres (continent et îles), ainsi que les eaux intérieures et les eaux territoriales qui se trouvent sous leur souveraineté ou leur juridiction, et, dans le cas de l’Union européenne et de ses États membres, les régions terrestres (continent et îles), ainsi que les eaux intérieures et les eaux territoriales couvertes par l’accord sur l’Espace économique européen, conformément aux dispositions prévues par ce dernier et tout accord qui lui succède, à l’exception des régions terrestres et des eaux intérieures qui se trouvent sous la souveraineté ou la juridiction de la Principauté du Lichtenstein; l’application du présent accord à l’aéroport de Gibraltar s’entend sans préjudice des positions juridiques respectives du Royaume d’Espagne et du Royaume-Uni au sujet de leur différend relatif à la souveraineté sur le territoire où l’aéroport est situé, et du maintien de la suspension de l’application à l’aéroport de Gibraltar des mesures de libéralisation du transport aérien en vigueur au 18 septembre 2006 entre les États membres, conformément à la déclaration ministérielle concernant l’aéroport de Gibraltar, adoptée à Cordoue le 18 septembre 2006; et».
‘ “Territory” means, for the United States, the land areas (mainland and islands), internal waters and territorial sea under its sovereignty or jurisdiction, and, for the European Union and its Member States, the land areas (mainland and islands), internal waters and territorial sea in which the Agreement on the European Economic Area is applied and under the conditions laid down in that agreement and any successor instrument, with the exception of the land areas and internal waters under the sovereignty or jurisdiction of the Principality of Liechtenstein; application of this Agreement to Gibraltar airport is understood to be without prejudice to the respective legal positions of the Kingdom of Spain and the United Kingdom with regard to the dispute over sovereignty over the territory in which the airport is situated, and to the continuing suspension of Gibraltar Airport from European Union aviation measures existing as at 18 September 2006 as between Member States, in accordance with the Ministerial statement on Gibraltar Airport agreed in Córdoba on 18 September 2006; and’.

D. whereas, even though significant progress has been made in terms of convergence within the Union, a trend can be observed towards worsening territorial disparities between EU regions, for instance in terms of accessibility, in particular for the structurally disadvantaged regions, but also at an intra-regional level and within EU territories, which could lead to spatial segregation, widen the differences between levels of prosperity in EU regions and impair the EU's global competitiveness,

Je suis d’accord avec l’évaluation du livre vert et avec l’analyse du concept de cohésion territoriale, et j’approuve les recommandations concernant l’avenir de la cohésion territoriale faites dans ces rapports, à savoir, notamment, la définition de la cohésion territoriale, la publication d’un Livre blanc sur la cohésion territoriale, le renforcement de l’objectif de coopération territoriale européenne, l’intégration de la cohésion territoriale dans le développement futur de toutes les politiques communautaires, l’élaboration d’indicateurs qualitatifs supplémentaires, la mesure de l’impact territorial des politiques communautaires et la proposition de méthodes pour créer des synergies entre les politiques territoriales et sectorielles, le développement d’une stratégie globale pour les régions dotées de caractéristiques géographiques spécifiques, comme les régions ultrapériphériques, l’instauration d’un système plus global d’aide transitoire progressive aux «régions en transition» et le développement d’une gouvernance territoriale à plusieurs niveaux (européen, national, régional et local).
I agree with the assessment of the Green Paper and with the analysis of the concept of territorial cohesion, and I endorse the recommendations for the future of territorial cohesion that are contained in these reports, particularly the following: definition of territorial cohesion; publication of a White Paper on territorial cohesion; reinforcement of the European Territorial Cooperation Objective; integration of territorial cohesion in the future development of all Community policies; elaboration of additional qualitative indicators; measurement of the territorial impact of Community policies and proposal of ways to create synergies between territorial and sectoral policies; development of a comprehensive strategy for regions with specific geographical features, particularly the outermost regions; establishment of a more comprehensive system of gradual transitional assistance to the so-called transition regions; and development of multi-level (European, national, regional and local) territorial governance.
