A. considérant qu'en 2011, après six mois de soulèvement et de guerre civile, il a été mis un terme aux quarante-deux années du régime autocratique instauré par le colonel Mouammar Kadhafi; considérant qu'au mois d'octobre de cette même année, le principal groupe de l'opposition, le Conseil national de transition (CNT), a déclaré que le pays était officiellement "libéré" et s'est engagé à transformer la Libye en un État pluraliste et démocratique; considérant qu'en août 2012, le CNT a cédé le pouvoir au nouveau parlement élu en Libye, le Congrès général national;
A. whereas in 2011 the 42-year autocratic rule of Colonel Muammar Gaddafi was brought to an end following a six-month uprising and civil war; whereas in October of that year the main opposition group, the National Transitional Council (NTC), declared the country to be officially ‘liberated’ and pledged to turn Libya into a pluralist, democratic state; whereas in August 2012 the NTC handed over power to Libya’s newly elected parliament, the General National Congress;

A. considérant que la situation des ONG en Égypte est alarmante; considérant que la création d'un comité chargé de réformer les institutions civiles et les ONG, dans le but de renforcer le contrôle juridique des organisations de la société civile et des fondations politiques recevant des financements étrangers, a été annoncé en octobre 2011 et qu'il a ensuite été demandé à la Banque centrale de contrôler toutes les transactions bancaires des ONG; considérant que les locaux de dix organisations recevant des financements étrangers ont été fouillés et que le Conseil suprême des forces armées a enquêté sur ces organisations puis les a interdites le 29 décembre 2011; considérant que, le 5 février 2012, le gouvernement militaire égyptien a annoncé qu'il traduisait en justice dix-neuf citoyens américains et vingt-quatre autres personnes dans le cadre d'une enquête pénale sur le financement par des capitaux étrangers d'organisations sans but lucratif présentes en Égypte; considérant que les juges égyptiens enquêtent sur le financement prétendument illégal d'ONG promouvant la démocratie et de fondations politiques, que quarante-quatre défendeurs, dont dix-neuf Américains, quatorze Égyptiens, cinq Serbes, deux Allemands, deux Libanais, un Jordanien et un Palestinien, ont vu leurs affaires portées devant le tribunal pénal du Caire et qu'il leur a été ordonné de ne pas quitter le pays;
A. whereas the situation of NGOs in Egypt is alarming; whereas the establishment of a committee to review civil institutions and NGOs, with the aim of tightening legal control over foreign funding of civil society organisations and political foundations, was announced in October 2011 and a request was subsequently made to the Central Bank to monitor all bank transfers to and from NGOs; whereas the offices of 10 foreign-funded organisations were searched and those organisations were investigated and then banned by the Supreme Council of the Armed Forces (SCAF) on 29 December 2011; whereas on 5 February 2012 Egypt's military-led government announced that it was putting 19 American citizens and 24 others on trial as part of a criminal investigation into the foreign financing of non-profit-making organisations active in Egypt; whereas Egyptian judges are investigating alleged illegal foreign financing of pro-democracy NGOs and political foundations, and whereas 44 defendants, including 19 Americans, 14 Egyptians, five Serbs, two Germans, two Lebanese, one Jordanian and one Palestinian, have had their cases referred to the Cairo Criminal Court and ordered not to leave the country;

Face à cette situation vieille de quarante années, il existe deux possibilités ou deux façons d’analyser la situation: regarder en arrière pour essayer de tirer des enseignements par rapport aux erreurs à ne plus commettre ou regarder de l’avant et tenter de déterminer si nous pouvons tirer la leçon la plus importante de toutes - que la seule solution à ce conflit qui dure aujourd’hui depuis quarante ans est la paix.
Given this forty-year situation, we have two opportunities or ways to look at the situation: to look back in order to try to learn lessons regarding mistakes that must not be repeated or to look forward and try to see whether we can learn the most important lesson of all – that the only solution to this conflict that has now lasted for forty years is peace.

This will make it possible – a substantial, tangible example, albeit on a small scale – for my Valle d’Aosta, an Alpine region par excellence, to focus on and invest in the hydroelectric sector, after being deprived for 40 years of a great asset in terms of the wealth of the local economy by the nationalisation and monopoly of the electricity sector in Italy, a situation which is only now being remedied thanks to the European impetus, which is opening the doors once again for regional competences granted, in the case of my Valle d’Aosta, by the Statute of autonomy.
