2. 2. A supplier of technical assistance shall be prohibited from supplying to any person, entity or body in a third country technical assistance in relation to goods listed in Annex III, irrespective of the origin of such goods, if the supplier of such assistance knows or has grounds for suspecting that some or all of the relevant goods are or may be intended to be used for torture or other cruel, inhuman or degrading treatment or punishment in a country that does not belong to the customs territory of the Union.

By way of derogation from points (a) and (b) of paragraph 1, the competent authorities of the Member States, as identified on the websites listed in Annex III, may grant, under such conditions as they deem appropriate, an authorisation for the provision of technical assistance, brokering services, financing or financial assistance related to equipment, goods or technology as listed in Annex IA where such technical assistance, brokering services, financing or financial assistance is provided for the sale, supply, transfer or export of such equipment, goods or technology undertaken in accordance with paragraph 10 of UN Security Council Resolution 2118(2013) and relevant decisions of the Executive Council of the OPCW, consistent with the objective of Chemical Weapons Convention and after consultation with the OPCW".

Underscores Parliament's insistence on scheduled stages for the internalisation of tasks and the progressive dismantling of technical assistance offices and maintains the new remarks, entered by Parliament against the BA lines, which ensure that these appropriations will be used only for expenditure on technical assistance concerning either public authority tasks delegated by the Commission to implementing agencies governed by Community law, or for expenditure on technical and administrative assistance not involving public authority tasks outsourced by the Commission under ad hoc research service contracts to bodies governed by private law;
