Il s’agit d’un ouvrage agréable et plein d’humour. Il n’existe actuellement aucun manuel d’utilisation pour l’Europe; si un tel manuel devait un jour être écrit, il recommanderait certainement à toutes les nouvelles présidences de ne pas rejeter le soutien offert par le Parlement ou par les gouvernements des États voisins.
As yet, there is no user manual for Europe in written form but, if one should ever be issued, all new Presidencies would be well advised not to turn down the support offered to them in Parliament or by the governments of neighbouring States.
