Second, if the people of British Columbia were concerned that they were not able to get to that green, clean power through hydroelectric and that there was too much red tape in the Navigable Waters Protection Act, the much easier way to deal with that — and they probably still need to deal with it — is to deal with the Canadian Environmental Assessment Act and have the regulation there, the exemption for certain projects from what they call red tape; instead of going to the Navigable Waters Protection Act and taking away the right to navigate first, and then doing the rest of the changes to the act.
