111 En tout état de cause, le reproche concernant l’absence de mécanisme réglementaire garantissant l’indépendance et l’impartialité du bureau n’est pas fondé, puisqu’il ressort de la jurisprudence que, parmi les garanties conférées par l’ordre juridique communautaire dans les procédures administratives, figure notamment le principe de bonne administration, auquel se rattache l’obligation pour l’institution compétente d’examiner, avec soin et impartialité, tous les éléments pertinents du cas d’espèce (arrêt de la Cour du 21 novembre 1991, Technische Universität München, C‑269/90, Rec. p. I‑5469, point 14 ; arrêts du Tribunal du 24 janvier 1992, La Cinq/Commission, T‑44/90, Rec. p. II‑1, point 86, et du 11 septembre 2002, Alpharma/Conseil, T‑70/99, Rec. p. II‑3495, point 182).
111. In any event, the complaint about the absence of a regulatory mechanism guaranteeing the independence and impartiality of the Bureau is unfounded, because it is clear from the case-law that the guarantees conferred by the Community legal order in administrative proceedings include, in particular, the principle of good administration, to which is linked the duty of the competent institution to examine carefully and impartially all the relevant aspects of the individual case (judgments in Cases C‑269/90 Technische Universität München [1991] ECR I‑5469, paragraph 14, T‑44/90 La Cinq v Commission [1992] ECR II‑1, paragraph 86, and T‑70/99 Alpharma v Council [2002] ECR II‑3495, paragraph 182).
