Les initiatives entreprises dans la cadre de l'assistance technique revêtent, comme on a pu le voir, une importance stratégique pour l'avenir puisque c'est d'elles que dépend en définitive l'autonomie administrative des nouveaux États membres appelés à adapter leurs structures de gestion aux règles communautaires en matière de fonds publics.
As has already been pointed out, the technical-assistance initiatives undertaken are of strategic importance to the future, since they will determine the administrative independence of the new Member States, which will be required to bring their managerial structures into line with the Community rules on public funds.

Le Réseau Européen du Développement Rural En même temps que les premiers programmes LEADER II, M. FISCHLER a également décidé, à la suite d'un appel d'offres, du choix d'un organisme qui assistera la Commission dans la mise en oeuvre de l'Observatoire Européen de l'Innovation et du Développement Rural et assurera une série de tâches administratives et d'animation liées au fonctionnement du Réseau Européen du Développement Rural autour duquel s'articule l'ensemble de l'Initiative LEADER II. Les prestations fournies par cet organisme seront les suivantes : - recueil, mise en forme et diffusion d'informations concernant, d'une part, l'ensemble des actions communautaires en faveur du développement rural et, d'autre part, les actions innovantes et démonstratives financées par l'Initiative LEADER II ou par d'autres sources - exploitation et mise en forme du travail d'évaluation attaché à chaque programme LEADER II régional ou national - animation du Réseau Européen du Développement Rural, par des techniques de communication avancées (courrier électronique), différentes publications, des rencontres et manifestations et par l'appui technique à des réseaux nationaux et d'organisations non gouvernementales nécessaires au bon fonctionnement de LEADER II - assistance technique aux administrations et aux collectivités territoriales dans le domaine du développement rural - assistance technique pour faciliter le montage des actions de coopération rurale transnationale prévues dans le cadre de LEADER II Commentant ces décisions, M. European network for rural development At the same time as approving the first Leader II programmes, Mr Fischler also decided, as the result of a call for tenders, on the choice of a body which will assist the Commission in setting up the European Observatory for innovation and rural development and will take on a series of administrative and coordination tasks connected with the operation of the European Network for rural development which is the focus for the Leader II Initiative. The benefits provided by this body will be as follows: - collecting, preparing and disseminating information concerning, firstly, all the Community actions for rural development and, secondly, the innovative and demonstration schemes financed by the Leader II Initiative or from other sources; - making use of and processing the evaluation work relating to each regional or national Leader II programme; - running the European Network for rural development, through the medium of advanced communication techniques (electronic mail), various publications, meetings and events, and providing technical support for national networks and non-governmental organizations necessary for the smooth operation of Leader II; - providing technical assistance to government services and regional and local authorities in the field of rural development; - providing technical assistance to facilitate the launching of transnational rural cooperation projects planned under Leader II. Commenting on these decisions, Mr Fischler said: "I am happy to see Leader II, the new Community Initiative for rural development, now taking shape. I wish it all success, just as Leader I was successful.
