Ces doutes sont également confirmés par un rapport de 1997 réalisé par le comité permanent de coordination des inspections (rapport COPERCI) à la demande du ministre de l’agriculture français, selon lequel «les entreprises d’équarrissage auraient bénéficié de largesses lors de la perception du produit de la taxe affecté à la rémunération de leurs prestations», selon lequel «il existe un risque potentiel de double paiement des prestations d’incinération du fait du paiement de celles-ci en l’absence de leur réalisation effective» et «l’activité d’équarrissage qui était structurellement déficitaire avant la crise de la “vache folle” est redevenue bénéficiaire».
These doubts are also confirmed by a report drafted in 1997 by the Comité Permanent de Coordination des Inspections (COPERCI Report) at the request of the French Agriculture Minister; according to the Report, ‘the rendering undertakings may have benefited from generous hand-outs when the proceeds of the levy used to pay for their services was collected’; the Report goes on say that ‘there is a potential risk of double payment for incineration operations since payments were made without the operations actually being performed’ and that ‘rendering, which was structurally in deficit before the BSE crisis, is now profitable again’.

Thus, while the new system designed by the French authorities did involve paying the proceeds of the levy into the general budget of the State, once they were paid into the budget, the proceeds appear to have been allocated to a particular chapter of the Ministry of Agriculture, from where they could then be transferred to the budget of CNASEA, the body responsible for the financial management of the rendering service.
