The Commission has argued that a fixed inland price was not necessary to avoid the risk that members of the conference would charge below cost on the inland leg of a multimodal transport operation, which could have an effect similar to discounting from the conference's tariff and thus, according to shipping lines, undermine the stability brought about by the maritime transport tariff.
