This very high cost can be explained by a number of factors such as the historically low efficiency of the Italian postal operator, the reduced number of postal items per capita sent in Italy relative to the size of the network, and especially the very heavy burden imposed by the preferential tariff for the press and non-profit publications (which on its own represents between 1/3 and half of the total amount of net extra costs).
