His Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to subsections 13(2)Footnote and (3)Footnote of the Customs Tariff, is pleased hereby to revoke the United States Tariff Rules of Origin for Casual Goods Regulations, made by Order in Council P.C. 1988-2874 of December 30, 1988Footnote , and to make the annexed Regulations respecting the determination of the origin of casual goods for the purpose of determining entitlement to the benefit of the United States Tariff or the Mexico Tariff in substitution therefor, effective on the day on which subsections 113(2) and (3) of An Act to implement the North American Free Trade Agreement, being chapter 44 of the Statutes of Canada, 1993, come into force.

Takes the view, however, that a tariff-only free trade agreement would not be ambitious enough given that the largest economic gains are to be had in reducing the level of non-tariff barriers; supports the goal proposed by the HLWG of eliminating all duties on bilateral trade, with the objective of achieving a substantial elimination of tariffs upon entry into force of the agreement and a phasing out of all but the most sensitive tariffs in short time-frame, which could deliver significant gains, considering that EU-US bilateral trade to a large extent consists of intra-firm trade, and enhance the global competitiveness of the EU and US companies on the world stage;

Recognises that even though the average tariffs on transatlantic trade in goods are comparatively low, the vast size of the EU-US commercial relationship means that the potential economic benefits would be far larger than any previous trade agreement and that there is a strong interest in both the EU and US business communities to eliminate remaining tariffs;

Community airlines shall have the right to transport passengers and cargo on scheduled and charter flights for which a US Government civilian department, agency, or instrumentality (1) obtains the transportation for itself or in carrying out an arrangement under which payment is made by the Government or payment is made from amounts provided for the use of the Government, or (2) provides the transportation to or for a foreign country or international or other organisation without reimbursement, and that transportation is (a) between any point in the United States and any point in a Member State, except — with respect to passengers only — between points for which there is a city-pair contract fare in effect, or (b) between any two points outside the United States.
