Je crois que cet accord devrait servir à décourager les retards de paiement plutôt qu’à récupérer les paiements tardifs et, comme l’a dit Malcolm Harbour, à créer réellement une culture du paiement ponctuel qui permettra un meilleur fonctionnement du marché intérieur et, bien entendu, bénéficiera à toutes les parties concernées.
I believe this agreement should be a tool to deter late payments rather than a tool to enforce collection of late payments and, as Malcolm Harbour said, to really create a culture of paying on time which will make for a better functioning internal market and, of course, benefit all the stakeholders.
