Taiwan has applied to join the World Health Organization and yet I have received a letter from our Minister of Foreign Affairs stating that only if China agrees, only if Beijing agrees, would Canada be prepared to support Taiwan's involvement in the World Health Organization.

In this respect Taiwan did not sign or ratify any of the international agreements governing fisheries, inter alia, the United Nations Convention on the Law of the Sea (UNCLOS), the United Nations Fish Stocks Agreement (UNFSA), the Food and Agriculture Organisation (FAO) Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas (FAO Compliance Agreement).

I want to note as well that it is essential that Canada support Taiwan's application for observer status in the World Health Organization because, as it now stands, the Government of Canada has given a veto power to China to block the involvement of Taiwan in the World Health Organization.

J'aimerais présenter officiellement la motion dont j'ai donné avis, comme suit: que le Comité permanent des affaires étrangères et du commerce international demande au gouvernement du Canada d'appuyer la participation de Taïwan à l'Organisation mondiale de la santé à la prochaine Assemblée mondiale de la santé et d'appuyer l'établissement d'un groupe de travail de l'ONU visant à faciliter la participation utile de Taïwan à l'OMS, pour que tant la communauté internationale que les Taïwanais puissent en bénéficier grâce au partage des connaissances et l'égalité d'accès aux données sur les soins de santé.
I would like to formally move the motion of which I've given notice, as follows: that the Standing Committee on Foreign Affairs and International Trade call upon the Government of Canada to support Taiwan's participation in the World Health Organization at the upcoming World Health Assembly and to support the establishment of a UN working group to facilitate Taiwan's effective participation in the World Health Organization, reaping benefits for both the international community and the Taiwanese through shared knowledge and equality of access to health care information.
