18. considère que le programme TACIS devrait, à la manière du programme PHARE, permettre des investissements conséquents, dans la mesure où l'importance des projets d'infrastructure est insuffisamment mise en avant dans les régions en développement; une utilisation judicieuse et efficace des ressources en matière de coopération transfrontalière entre l'UE et les pays tiers requiert, entre autres, une harmonisation des volets des programmes Interreg II, TACIS et PHARE relatifs à la coopération transfrontalière pour assurer une véritable coopération orientée vers les projets et une coopération entre les citoyens; la coopération transfrontalière dans le cadre de TACIS devrait permettre la réalisation de projets pluriannuels afin de faciliter la consolidation d'Interreg; estime qu'il est regrettable que les programmes dans le cadre de TACIS notamment soient administrés de façon centralisée au niveau des capitales; estime que des ressources suffisantes devraient être allouées aux bureaux régionaux de TACIS afin que soient mieux pris en considération dans la mise en oeuvre des programmes les aspects ayant une importance particulière pour les régions; considère qu'il est important que la Commission dispose elle aussi de ressources de personnel suffisantes en vue des nouvelles tâches de coopération transfrontalière;
18. Considers that the Tacis programme should facilitate significant investment in the same way as the Phare programme, as the significance of infrastructure projects is more marked in weakly developed regions; in order for resources to be used rationally and effectively in cross-border cooperation between the EU and third countries, it is necessary, inter alia, that the CBC sections of the Interreg II, Tacis and Phare programmes should be coordinated so as to ensure genuine project-centred cooperation and cooperation between citizens; Tacis-CBC should provide for multiannual projects to facilitate the consolidation of Interreg; considers it regrettable that Tacis programmes, in particular, are administered centrally in capitals; considers that adequate resources should be allocated to regional Tacis offices to enable the programmes which are carried out to take better account of aspects which are important to the regions; considers it important that the Commission should also have at its disposal adequate staff resources for the new duties relating to cross-border cooperation;

12. souligne qu"il importe d"octroyer un soutien complémentaire aux instances réglementaires des PECO et des NEI, pour autant qu"elles soient juridiquement indépendantes et mettent en œuvre une véritable culture d"indépendance, et ce par le truchement des programmes PHARE et TACIS, l"objectif étant notamment de garantir l"indépendance et la compétence des organismes de réglementation; eu égard au marché intérieur de l"énergie et à la nécessité en découlant d"éliminer les entraves à la concurrence, souligne cependant, dans le même temps, que la modernisation des centrales nucléaires relève de la responsabilité financière des exploitants, conformément au principe du pollueur-payeur;
12. Underlines the importance of giving additional support to national regulatory authorities in CEEC and NIS, provided they are legally independent and implement a real culture of independence by means of the PHARE and TACIS programmes especially with the objective of securing the independence and competence of the regulators; stresses, however, in the light of the internal market in electricity and the consequent need to eliminate obstacles to competition, that the retrofitting of nuclear power stations, is the financial responsibility of the operators in accordance with the 'polluter pays' principle;
