The Russian Government is invoking its legitimate right to defence against attacks within the territory of the Federation. The country is being attacked by forces which, after stirring up a belief in Chechen separatism, intend to capture this sentiment and use it to the benefit of a type of radical Islam that is bringing terrorism right to the heart of Moscow.
