Senator Hubley: Mr. Storseth, the Moon report presented other recommendations, including changes to the wording of section 13 to include an intent requirement and to specify that the prohibition applies only to the most extreme instances of discriminatory expression, namely those that threaten, advocate or justify members of an identifiable group.
