À la suite de la défaite du gouvernement Diefenbaker, Lowell a travaillé pour le sénateur Wallace McCutcheon, qui a entre autres été membre du Comité mixte spécial du Régime de pensions du Canada.
Following the defeat of the Diefenbaker government, Lowell went to work with Senator Wallace McCutcheon, who, among other things, served on the Special Joint Committee on the Canada Pension Plan.
